Two men have been charged in connection to a fatal shooting that occurred on Martin Luther King Ave. with four kids in the parked car.

The Circuit Attorney's Office issued one count of first-degree murder and multiple counts of assault and armed criminal action against 29-year-old Alvin N. Green Jr. and 25-year-old Willie B. Frazier.

Loved ones are looking to each other for comfort after a father of seven was shot and killed while sitting in a parked car.

Four children between the ages of one and 10-years-old witnessed the murder.

"I'm still in disbelief," said Gennie Carter. "I'm not doing good at all. My four grandkids were in the backseat, and they didn't care. They didn't give a damn!"

Gennie Carter's grandchildren were inside a silver Chevy Impala Tuesday evening when a gunman approached and opened fire on 40-year-old Larry Noel.

"They didn't care, they did it anyway," said Noel's brother-in-law Jason Fitzpatrick.

"They didn't care, but I thank God because there was a God that made sure my grandbabies didn't get hurt," said Noel's mother-in-law Gennie Carter.

The deadly shooting unfolded in front of dozens of witnesses and cameras in north St. Louis' MLK Plaza parking lot on Dr. Martin Luther King Drive and Billups Avenue.

"I loved him, no one can take his place, nobody," said Carter.

"It's going to be hard, because he was like a brother to me," said Fitzpatrick. "There's been so much death I can't even cry anymore. I'm young, but after you witness so much death you can't even cry anymore."

As detectives continue investigating the case, Carter reflects on how much things have changed.

"When I came up we fought in the streets, but we lived to see another day," said Carter. "These young people are fighting behind guns out here now."

Loved ones say Noel served in the military and had a bachelor's degree from Ranken Technical Institute.

Some of the older children are slated to see a therapist to talk about what they witnessed.
