MADISON COUNTY, Ill. (KMOV.com) -- Accusations of problematic prosecution results in a convicted sex offender striking again.

David Brown, 56, is locked up at the Madison County Jail accused of two violent sexual assaults within the last month. He has a history of sexual assaults dating to the 1990s.

The top prosecutor in Madison County said Brown should never have been on the streets.

News 4 sat down with Madison County State’s Attorney Tom Gibbons who talked about past failures of the department he’s elected to represent.
