ST. LOUIS (KMOV.com) -- Former St. Louis Police Chief Joe Mokwa is suing 22-year-old Damaya Angelou Love, the driver of a car that crashed into a bridge barrier above Forest Park Parkway and sent a chunk of concrete onto the roadway below.
Mokwa's wife, businesswoman Janet Torrisi-Mokwa, was killed instantly when the concrete fell onto the roof of her Tesla on July 23. She was 58.
Mokwa's suit seeks damages of no less than $50,000.
Love was driving without a license or insurance, and had only a learner's permit. She claims she was not distracted when the crash happened, but that she had turned to sharply onto the bridge on Lindell and had accidentally hopped the curb and hit the concrete.
She was later ticketed for not having a license or insurance.
