In an attempt to increase revenue, the Belleville City Council has installed "NO PARKING METERS."
Mayor Eckert explained, "Traditional meters limit the City’s revenue stream. The new system allows more than one vehicle not to park at each meter."
Thus far, wily Belleville motorists have avoided fines by claiming that they were actually not parked somewhere else.
