Washington Avenue business owners watched panic unfold downtown

ST. LOUIS (KMOV.com) -- The shooting at the Steven’s Institute of Business and Arts Tuesday afternoon set off panic in the Washington Avenue Entertainment District.

In the moments right after, many people in the area had no idea what was going on.

Unsuspecting business owners near the school watched a mad scramble of police and students.

One man told News 4 he had no idea, initially, how big or widespread the threat could’ve been.
