St. Louis Alderman suing city, state over parking revenue

A St. Louis alderman is suing the city and the state of Missouri. 

Jeffrey Boyd, 22nd Ward Alderman, argues that millions of dollars each year is being managed in violation of the state’s constitution.

Boyd said the city’s parking fund, including meter payments and penalties, is controlled by the parking commission when it should be part of the general revenue fund, run by the Board of Aldermen.

“Impractical, it’s poor policy for the city because that parking fund is under the control of one arm of government,” said Elkin Kistner of Bick and Kistner.

Alderman Boyd is now part of the city’s parking commission after becoming chair of the Aldermanic Committee of Streets, Traffic and Refuse in April.
