ST. LOUIS (KMOV.com) – A St. Louis man is fighting for justice, once again, after the man who he says murdered his mother is accused of killing yet again.

On Wednesday Paulren Stepter, 51, was charged with first-degree murder in the death of Brandy Morrison. Police say Stepter shot Morrison in the head and put her body in a garbage dumpster. The 23-year-old woman’s body was found in a landfill in Marissa, Illinois a few days later.

When the news of the charges aired on News 4, Marvin Payton instantly recognized the mug shot on the screen.

“A little gray hair doesn’t change his facial features, I knew exactly who it was,” said Payton.

In 1986, Payton was 10-years-old. His mother, Beverly Payton, 25, was shot and killed inside their home on University Street in North St. Louis.

“All I remember is the police taking me out the back door, they wouldn’t let me see my mom no more,” he recalled.

Paulren Stepter was charged with her murder. He was found guilty in a trial. But the Missouri Supreme Court overturned the ruling because of a technicality. The court ruled he served a new trail because the jury should have been given a chance to consider second-degree-murder as a possible judgment. In his second trial, he was found not guilty.

“We got to have justice for Brandy Morrison. If we didn’t get it for my mom, we can get it for this young lady,” said Payton.

Stepter was arraigned on Thursday morning. He remains in jail where he is being held without bond.

Another man, Courtney Williams, is charged with assisting Stepter in dumping Morrison’s body.
