A 28-year-old former army sergeant was the intended target of a deadly shooting on Interstate 55 Monday, according to officials.

Homicide detectives were called to the interstate at Arsenal after a man was shot and then crashed around 12:20 p.m.

Police said the driver of a black pick-up truck was killed when someone in a vehicle behind him started firing shots. The other car then pulled up alongside the truck and someone inside fired a fatal gunshot towards Jarrell Foster.

Foster's friends confirmed the retired army sergeant was the victim in Monday's shooting. 

"We were just really proud of him and to hear this type of news, really just put me back," explained Sgt. First Class Anthony Coleman, who was Foster's training officer. He said Sgt. Foster was a father of two and had served for eight years. 

"He was a really bright and optimistic person," said Coleman. "Immediately just praying for the family, its really unfortunate that a father wont be in the lives of his children."

Police are asking witnesses from Monday's shooting to come forward. They only have a vague description of the suspects. 

"Our suspects were occupying a dark colored vehicle, possible four door, the shooter was in the rear of the vehicle, there were two black male individuals, one was wearing a black hoodie," explained Capt. Mary Warnecke.

Foster is the third person killed on a stretch of Interstate 55 in less than six months. In November, well-known bar owner Patrick McVey was found shot inside his car on Loughborough. In August, Sigaria Shanklin was shot and killed near Arsenal. Police do not believe the shootings are related. 

All four lanes of the interstate were closed until around 2:30 p.m. while investigators were on the scene.
