Man accused of using a hidden camera to film under a woman's skirt at Target

It's a complete invasion of privacy and it happened at Target on Brentwood Promenade court.

Prosecutors have charged a man with using a hidden camera to record a woman in her underwear. 

"I think that is really messed up. I shouldn't have to have a fear of people looking at me when I am trying on clothes in a public place," says shopper Taylor Gillespie. 

Shoppers were in shock and disbelief when they heard about the allegations.

"That is just insane that someone would come in with a camera and video tape you," says shopper Madison Camden. 

Prosecutors say on August 31, Joseph Mansker, Jr. stuck a hidden camera under a woman's skirt  inside the Brentwood Target. 

"That is pretty weird  but especially at Target, a place like this it seems pretty safe," says shopper Tony Sabella.  

But this isn't the first time something like this happened at this Brentwood Target.  In May 2015, Matthew Foerstel, of O'Fallon, Missouri was charged with secretly filming women in the dressing room. Prosecutors say he held a camera  under a dressing room door while a woman tried on swimsuits. 

"They definitely need to have more security like the fact that this is the second time after the first time they should have had it locked down," says Gillespie. 

With two cases of peeping toms in a year time span, it has some shoppers like Gillespie thinking twice about where they will go to spend their money. 

"I will shop online instead of going in stores. I shouldn't have to be scared," says Gillespie. 

Both Mansker and Forestel are due in St. Louis County court in November. News 4 reached out to Target for a response, but they did not get back to us.
