(KMOV.com) – A registered sex offender in Alton was arrested and charged with two felonies after he allegedly attempted to take pictures up a woman’s skirt and was present near a children’s event.

Police arrested Matthew Banks, 25, of Alton, after they say he was responsible for attempting to take pictures up a woman’s skirt at a Walmart store in Godfrey on Wednesday.

Banks was allegedly following a female customer around the store and attempted on numerous occasions to take pictures of her underwear. Police say the victim noticed Banks was following her throughout the store.

The victim also said that Banks knelt down behind her in the checkout line, held his phone out, and tried to see under her dress. She confronted Banks, who then left the store.

Police were called to the scene and worked with Walmart Loss Prevention to identify Banks. The next day, the Madison County Sheriff’s Department was called to Lewis and Clark Community College to investigate a suspicious person report.

Investigators say Banks was watching a group of 3- to 6-year-old children swimming, but left the scene before police arrived.

Two hours later, officers spotted Banks walking down Gerson Avenue in Godfrey. He was arrested and taken to the Madison County Jail.

Banks was also identified during the investigation as a subject involved in a June 2015 incident after he was allegedly masturbating near a mother’s vehicle in front of her 4-year-old child. After that incident, Banks was forced to register as a sex offender.

Banks has been charged with unauthorized video recording and being a sex offender present at a program directed at persons under the age of 18. His bond is set at $100,000.
