Residents of Webster Groves say they live in fear of flooding when it rains

WEBSTER GROVES, Mo. ( – A Webster Groves neighborhood is in fear every time it rains due to past flooding problems.

Residents on Cameila Drive say the flooding in the front and back of their homes has been going on for years.

“It’s a veritable lake, you could almost go fishing in the backyard,” said Jocelyn Rugaber, resident. “Every time we have a heavy, heavy down pour or a flash flood situation, we’re ready.”

After heavy rain was forecasted for July 6, residents say they were on guard.

Another resident, Ray Lebeau said, “We don’t know whether the next rain storm is going to flood our basement again.”

Many neighbors including Lebeau say they have had their basements flooded. The worst case was in April.

Residents say they have contacted MSD and city leaders but feel nothing is being done.

“MSD has said they’ve kind of washed their hands of it,” said Rugaber.

The City of Webster Groves told News 4 it is an MSD issue. A spokesperson from MSD says the sewer district was not created nor funded to manage flooding as part of their storm water responsibilities. MSD says they would like to do more, but the issue is lack of funding.

The city says they do have a small fund to deal with storm water issues but nothing near the amount it would cost to fix the problem.

MSD says they have identified a plan but it would cost just shy of $1 million. But they say it is not within their current funds.
