FRANKLIN COUNTY, Mo. (KMOV.com) -

A man is facing charges for allegedly choking his neighbor in a car and then pushing her out of the vehicle.

Todd Messa, 29, of Sullivan, is charged with assault and felonious restraint. He allegedly choked his female neighbor in a car on Highway H in Franklin County.

Two witnesses told police they were driving down Highway H when they spotted a door in Messa’s car open, and a woman fall hallway out of the car. The witnesses also said they spotted Messa choking the woman.

Messa then drove off with his neighbor still halfway out the door, police say, but the two witnesses followed him. He turned off Highway H, but then got back on the road, where the two witnesses rammed his car with their vehicle in an attempt to stop Massa.

Messa eventually stopped and the two witnesses then pulled in front of his car to prevent him from driving off. Other witnesses then stopped behind Messa.

Messa then allegedly pushed his neighbor out of the car.  Witnesses told police she was seizing, so they drove her to a nearby hospital.

He was later arrested at his home.
