ST. LOUIS, Mo. ( -

A 2014 victim of a sexual assault at a downtown parking garage is speaking out about safety concerns at the garage near America’s Center.

It’s the same garage where a woman was attacked earlier in February; Floyd Crawford, 44, was arrested in connection with that assault. The victim says Crawford is the same man who attacked her two years ago.

“My stomach dropped, literally. My pulse went through my ears, my stomach dropped,” said the victim. “I thought I was going to be sick, I almost left work.”

“You knew right away this was the same guy?”

“That was the same guy,” said the victim.

There are surveillance cameras at the parking garage on N. 7th street near Washington Ave., however the company that owns and operates the garage, SP Plus, told the victim in a voicemail, “The cameras are not operational”

Now, two years later, it’s the same story. According to an email sent to News 4 by the victim of the sexual assault that happened two weeks ago, SP Plus told her “There are no cameras at 701 N. 7th Street. We apologize for the inconvenience.”

“It is a matter of cutting corners,” said the victim. “Unfortunately it is human lives that are paying for it.”

SP Plus refused to do an on-camera interview but Executive Director Michael Wolf sent a statement:

We can tell you that:

A professional security company conducts patrols throughout this garage on a daily basis

We supplement those daily patrols based on activity levels at the garage by hiring off-duty police officers to provide additional security and pedestrian control

We communicate with the local police authorities on a regular basis, and certainly if a situation arises that we believe warrants their involvement

Whenever any criminal conduct occurs at any of our locations, we review all security procedures to evaluate potential adjustments.
