EAST ST. LOUIS, IL (KMOV.com) – A new Chief of Police in East St. Louis was sworn in Monday.

 News 4 leaned Colonel Michael Hubbard was sworn in Monday.

Last month the new Mayor of East St. Louis Emeka Jackson-Hicks demoted former Police Chief Michael Floore.  

"One thing I'm picking up from the mayor. She's engaged in various town hall meetings," Chief Hubbard said, who added he is well-aware of recent controversy surrounding the department.

Hubbard said he wants to know what residents think, feel and need. He believes meeting with them directly will give him a better idea of how to serve his community best. To improve the department's overall public image, he said the answer is clear.

"Being transparent with the public.I want to be transparent with the public because we have been portrayed in a negative light in the past years," said Chief Hubbard.

Today's announcement comes before the first of two town hall meetings Monday night on possible budget cuts for East St. Louis.
