Non-profit: St. Louis broke promise to let us use old, unused police building

A not-for-profit boxing club for kids in north St. Louis said the city broke their promise to offer the club an old, unused police building.

The St. Louis Gladiators, holds its activities between 4:00 p.m. and 7:00 p.m. in the Blair neighborhood. The club said not having the old police station at its disposal forces kids to practice outside. Organizer Maurice Davis wants to open a community center in the building.

“All they sure this building for is for storage. It's ridiculous in St. Louis that kids don't have nowhere to play,” Davis said.

The building is still owned by St. Louis City, and has been closed for 20 years.

Davis said St. Louis Comptroller Darlene Green promised him the building once he turned in documents verifying non-profit status.

“They said if I have my 501 c3 then they would help me,” Davis said. “I was supposed to get keys and paperwork this month, I haven't got nothing. I don't even get phone calls back now.”

Davis said he will continue to meet with kids who are part of the boxing club with or without the building. Neighbors told News 4 they support the boxing program and hope the building can be used.

The St. Louis Comptroller's Office later released a statement:

City Asset Manager, Jim Garavaglia, does not have authority to hand over or promise city property, including the building located at 1901 Penrose. Instead, this matter will be handled through the legislative process, which will go before the Board of Alderman. The measure would require a 2/3 majority vote from the BOA. The first step is for the public to be invited to participate in the RFP (Request For Proposal) process. At that time, Mr. Davis is more than welcome to submit his plan for the Penrose building. The RFP process will ensure that this is handled diplomatically, giving each interested party a fair chance to map out their plan for the building and its potential long-term impact on the neighborhood.
