Panel seeks Missouri governor's signoff on court-reform bill

FERGUSON, Mo. (AP) - A commission formed after last summer's Ferguson police shooting death of Michael Brown is urging Missouri Gov. Jay Nixon to sign into law a measure limiting the powers and revenues of municipal courts.

Missouri lawmakers last week gave final approval to the bill that would cap fines for minor traffic violations, set minimum standards for St. Louis County cities and regulate municipal court procedures.

Supporters consider the measure is a step toward restoring trust in government and addressing predatory revenue-generating policing practices detailed in a federal Justice Department report about Ferguson.

The measure has the backing of the Nixon-appointed Ferguson Commission. That panel's heads say the bill "responds to the outcry we have heard in our community that clearly showed the systemic injustices in the practices of our municipal courts."
