Security guard was allegedly high when he shot suspect in East St. Louis

Authorities said a security guard was high on cocaine when he allegedly shot a burglary suspect at the John DeShields Public Housing Complex.

Arthur Sargeant, 48, of East St. Louis, is charged with one count of driving under the influence of cocaine, aggravated battery with firearm, and two counts of official misconduct.

Sargeant shot the suspect on April 25 while Sargeant and others were investigating a burglary. The complex is located in the 1200 block of McCausland Avenue and is controlled by the East St. Louis Housing Authority.

Housing Authority police said officers surrounded a building where the suspect was. He was then shot as he tried to escape from an apartment.

News 4 has learned security officers at the housing authority have been "deputized" by the sheriff's department. Officers are given authority to carry guns and make arrests. Officers are only given the authority while on duty as security for the housing authority.
