FERGUSON, Mo. ( - Interim Ferguson City Manager Pam Hylton has announced she is resigning to become the Assistant City Manager of Richmond Heights.

Hylton was promoted after former City Manager John Shaw resigned in March. Shaw resigned after a Justice Department report alleged the city used its municipal court and police department as means to collect revenue for the city, resulting in police writing a lot of traffic tickets. Hytlon was previously Ferguson's Assistant City Manager starting in 2011.

Ferguson officials said they will use a staffing firm to find a new Assistant City Manager and City Manager.

In a press release, Ferguson Mayor James Knowles said he was surprised that Hyton decided to resign.
