(KMOV.com) –  An Illinois House Committee recently voted to advance a bill that would spend $100 million on President Barack Obama’s Presidential Library.

The push, which is being led by Illinois Speaker of the House Mike Madigan and Chicago Mayor Rahm Emmanuel, is controversial because Illinois has billions in unpaid bills.

The libraries of many recent presidents, including Jimmy Carter, George W. Bush, and Bill Clinton were all funded with private money.

"There's one notable exception, which is the Lincoln library in Springfield where there was $100 million in state money appropriated,” Madigan said.

Many non-profits that rely on state funding are struggling to stay open because of cutbacks. Bill Kreeb, who is the CEO of Lessie Bates Neighborhood House in East St. Louis told News 4 he running four months behind on certain payments. He told News 4 he hopes the Obama Presidential Library is built in Chicago, but wants to state to keep its promises to non-profits.
