City Hall fight prompts call for smaller meetings to discuss divisive issues

ST. LOUIS(KMOV.com) – In light of the recent fight at St. Louis City Hall during a meeting to discuss the possibility of creating a civilian review board for police, some experts are saying smaller group discussions may be the best way for citizens to discuss serious issues that are dividing the public.
