Rouse had a long string of positions and accomplishments.  He was Police Chaplain for the East St. Louis Police Department, Chaplain for the St. Clair County Sheriff Department, President of the New Salem District Congress of Christian Education and was the first African American Chaplain for the Illinois State Police among many other accomplishments.

Memorial services start at 7 p.m. on Sunday at Mt. Zion Missionary Baptist Church in East St. Louis.  Rouse's two sons will perform solos and bring words of comfort and tribute about the man they knew as "father."
