Registered child sex offender in custody for handing out candy on Halloween, police say

SOUTH ROXANA, Ill. (KMOV.com) – A registered child sex offender was taken into custody Thursday night for handing out candy to children who were trick-or-treating, according to police.
The South Roxana Police Department took Terry L. Heltsley into custody because he had Halloween decorations on his home and a porch light on during trick-or-treat hours. Police say they observed several children going up to the house and leaving with candy.
Heltstely is registered as a child sex offender for aggravated criminal sexual abuse with a victim under 9 years of age.
Police in Roxana say there are 10 child sex offenders in the area and they “vow to keep up their efforts each Halloween to ensure the safety of the neighborhood children.”
