(KMOV) -- The attorney for a 26-year-old man who was beaten while handcuffed outside of an East St. Louis club in August says he plans to file suit later this week against the city of East St. Louis and against two officers who stood by and watched the beating.
Kenneth Brown, 26, was beaten by a civilian in August outside of club Capacity while two police officers in east St. Louis looked on and did nothing.
It was at first believed that the man doing the beating was a security guard, but a new investigation revealed that the 20-year-old man is a civilian who also happens to be good friends with Captain Vincent Anderson, one of the police officers who watched the incident happen.
The man has not been charged.
Acting Police Chief Bobby Cole has not released much information around the event.
