(KMOV) – Police in East St. Louis are promising an investigation after a nightclub security guard allegedly beat a handcuffed man while police stood by. The act was caught on video. A captain and sergeant watched nearby.
Sources inside the department say they feel leaders were trying to sweep the incident under the rug, but the amateur video doesn’t leave much doubt about what happened.
The incident happened August 14 in front of Club Capacity. Kenneth Brown, 26, was handcuffed and beat by a security guard whom police declined to identify.
The officer standing nearby was identified as Captain Vincent Anderson, who was recently offered the job of acting chief of police.
Captain Bobby Cole wouldn’t discuss specifics, only saying the investigation is internal. He confirmed Captain Anderson and Sgt. Andre Williams, seen arresting Brown, are still on the job.
Mayor Alvin Parks says he may call in the Illinois State Police.
Chauneeka Fowler is the victim’s sister. She watched it unfold, and was sprayed with mace when she asked police to stop.
