Former Indiana senator shares merger lessons

ST. LOUIS (AP) -- A former U.S. senator from Indiana who helped lead a city-county government merger in that state is sharing his lessons with proponents of a similar effort in St. Louis.

Richard Lugar was mayor of Indianapolis when the city merged with Marion County more than four decades ago. The consolidated city-county government is known as Unigov.

He is scheduled to speak Friday morning at a Saint Louis University law school conference on the proposed merger of St. Louis and St. Louis County.

St. Louis is Missouri's only city that is not part of a county. The split occurred in 1876.

St. Louis Mayor Francis Slay and St. Louis County Executive Charlie Dooley are among the civic leaders pushing for unification through a new nonpartisan group called Better Together.
