(KMOV.com) – Two local contractors are accused of underpaying their workers.

The owner of East St. Louis based Clark Trucking and Excavation was convicted in September for underpaying his workers that worked on the new Mississippi River Bridge. Authorities said he charged the government $35 per hour for the work but only paid his truck drivers $15 an hour.

Prosecutors also said Theole Asphalt of St. Charles underpaid their laborers who worked on a project on Illinois Route 100. Union leaders told News 4 both cases demonstrate how big the problem is.

“The low bidder will get the work, will turn in payroll to the  general contractor and then they won't pay their workers the proper wages or benefits, so yes, it's very fraudulent around here ," Scott Hassall of IBEW 309 in Collinsville.

News 4 did some digging and discovered the Illinois Attorney General recovered more than $1 million in wages and benefits that were illegally held from workers in 2012.
