East St. Louis budget cuts force city to ask residents for help

(KMOV) – The East St. Louis Police Department is still short officers because the city cannot afford to pay them.
The city is now asking for help from its own residents.
They held a meeting Thursday night to help organize neighborhood watch groups
City leaders emphasize that they want residents to be vigilant when it comes to watching out for their neighbors. However, they do not want them to become vigilantes who take fighting crime into their own hands.
