Metro-East man charged with felony for exposing himself at Hobby Lobby

FAIRVIEW HEIGHTS, Ill. (KMOV.com) -- Police say a Metro-East man caught exposing his genitals in public has a history of similar arrests in Illinois and Missouri.
Officers responded to reports of a man exposing himself to a customer at a Hobby Lobby in Fairview Heights, Ill. around 2 p.m. Saturday.
Kelvin Rodgers, 45, was charged with one count of felony public indecency. Police say the offense is normally treated as a misdemeanor, but Rodger's two prior public indecency arrests elevated the charge to a felony.
On Monday, detectives presented the case to State Attorney Brendan Kelly's office.
Rodger's bond was set at $15,000. He is being held in St. Clair County Jail.
