ST. LOUIS -- A lawsuit questions the legality of a proposed $43 million trolley in the Loop area of St. Louis and University City.
The St. Louis Post-Dispatch reports that the suit filed Tuesday in U.S. District Court alleges that the trolley planned between the University City Library and the Missouri History Museum in St. Louis’ Forest Park would expand beyond its authorized boundaries. Plaintiffs include Elsie Beck Glickert, a former University City councilwoman.
It wasn’t clear if the suit would delay the project that is already well behind schedule.
The election authorizing the funding was conducted by mail-in ballot in March 2008. The suit alleges that the vote allowed nonresident property owners to cast one or more votes based on acreage they owned, while residents were given a single vote.
