(KMOV) – The city of Alton plans to build a $300,000 monument remembering the Flood of ’93 under the well-known “Welcome to Alton” sign.

Two-hundred thousand dollars for the project comes from the federal government which can only be spent on a scenic byway.

The city’s will spend $120,000 which comes from a tax on customers at the Argosy Casino and must be spent on the riverfront.
