Officials say Brendan R. Stieben, 20, failed to slow down for congested traffic and swerved off of the road.

The front of his vehicle struck a concrete barrier and overturned several times. Stieben was partially ejected from the vehicle and became trapped.

He sustained serious injuries and was taken to a nearby hospital.

All eastbound lanes of Highway 40 were shut down while emergency crews responded to the scene. The highway was back open by 10 a.m.
