Cahokia Superintendent Dr. Pam Manning may be getting the worst deal in the metro area. Manning makes about $40,000 a year less in salary and benefits than the Chief Financial Officer of the district, the only case I can find where a Superintendent makes less than a subordinate. I still don't understand why that happened, but the district says it's the result of a weird loophole in the retirement system that would penalize the district if Dr. Manning made more money. So, she took much less money in order to get the position. In addition, while many districts pay a hefty premium for a Superintendent with a Phd, Dr. Manning gets only a $1,000 a year for her doctorate.

Still, Manning makes $121,000 in salary and another $25,000 in benefits, according to the compensation report posted on the Cahokia website.
