Man charged after Kansas City kidnapping case ends in Metro East restaurant

(KMOV)-- A man has been charged after allegedly kidnapping a woman in Kansas City and bringing her to Fairview Heights.



Authorities said on Wednesday the suspects and the victim stopped at McDonald's in Fairview Heights. The victim was able to lock herself in the restroom. News 4 was told a manager discovered the victim in the restroom and called police. When police arrived at McDonald's, they found two male subjects on the McDonald's parking lot matching the description of the suspects.

The victim reported minor injuries that did not require medical treatment. A McDonald's employee said 4 the victim was visibly shaken and crying in the lobby of the fast food restaurant.  

According to the probable cause statement, Caseres intended to take the victim to New Jersey to marry her. Caseres told police he knew the victim because they grew up in the same village in Mexico.

Caseres is being held on a $250,000 cash only bond. No charges have been filed yet for the second suspect. He remains in custody.

Raul Ortiz-Caseres has been charged with one count of Kidnapping. 

Authorities said the victim was on the phone with her sister in Kansas City Tuesday afternoon. The sister heard two men pounding on the victim's door yelling her name, then the phone hung up. The sister rushed over only to discover the door kicked in and her sister gone.
