Federal stimulus money has temporarily plumped up the coffers in Madison County, but officials warn that the county's financial situation is still grim. On Wednesday, the county's Finance Committee got a look at the first draft of the fiscal year 2010 budget, one that shows a 9.72 percent increase over last year. But Madison County Auditor Rick Faccin is quick to point out that the $14.2 million federal infusion this summer paints too rosy a fiscal picture. "In a nutshell, other than designated funds and special revenue funds, the budget is down 3.98 percent," Faccin said.
