Man claiming police brutality at Lumiere Casino arrested following testimony

( –Jermaine Lacy, 36, had just testified against 40-year-old Officer Charles Proctor when he was arrested for outstanding warrants right outside the police boardroom Tuesday.

Surveillance video released Monday shows what appears to be Proctor assaulting Lacy during an arrest at downtown Lumiere Place Casino last July.

According to police, Lacy was at the casino on July 5 when he allegedly stole money from another gambler. Lacy, who had already been banned from Missouri casinos because of a previous trespassing charge, tried outrunning casino security but was eventually caught.

Police say Proctor went to the casino to help make the arrest. According to authorities, surveillance video shows Proctor putting his hands around Lacy’s neck during the arrest. They also say Proctor used abusive language.

Proctor was suspended from his job as a patrol officer in October. The department's internal affairs division has recommended the firing of Proctor, a nine-year veteran. The hearing is expected to run through Thursday.

Lacy was arrested on four outstanding warrants of trespassing and failure to appear in court. The arrest was prompted by a letter to police chief Sam Dotson from Proctor's attorney, Chet Pleban.
