ALTON - A blistering series of layoffs leaves the city's police and fire departments with their lowest headcounts in more than three decades and changes to services on the horizon.
Six positions are being slashed on the police force and five others are gone in the Fire Department as a reaction to the mayor's mandate to live within a budget severely hamstrung by the state and local economies.
"It has got to be done if we're going to survive," Mayor Tom Hoechst said. "Failure is not an option."
