Ill. House approves new budget to end deadlock

SPRINGFIELD, Ill. (AP) -- The Illinois House has approved a new state budget built around borrowing money and leaving bills unpaid.

The key budget bill passed 90-22. It now goes to the state Senate, which planned to vote Wednesday night.

The vote comes two weeks after the state began its new budget year without a spending plan in place. That raised the possibility of state employees missing their paydays and some government services shutting down.

Supporters of the budget said it was the only way to end the stalemate in Springfield and keep government running.

But critics said the plan will just dig the state deeper into its financial hole.
