Despite the growing number of homeless individuals nationwide, there is hope for low-income families that have not owned a home in three or more years or live in a home in need of major repair. By May 15, the city of Urbana will submit an annual action plan to the Department of Housing and Urban Development (HUD) that will contain the community's housing plans for fiscal year 2009-2010.
Urbana expects to receive funding from two HUD programs in the fiscal year: the HOME Investment Partnerships Program and the Community Development Block Grant. The HOME program provides aid to low-income families that need affordable housing, and the block grant funds public services and housing rehabilitation programs.
"The purpose of the HOME program is to provide affordable housing opportunities for households whose income doesn't exceed 80 percent of the area median income," said John Schneider, manager of Urbana's grants management division.
