(KMOV) -- Drivers who used Interstate 64/40 to get to work this morning will no doubt have a lot of questions for MoDOT and its contractor who didn't complete roadwork on time.
A stretch between 14th and 6th streets was closed over the weekend for surface repair. It was supposed to re-open at 5:00 a.m. Monday, but did not. It re-opened around 8:30 a.m.
Eastbound traffic backed up for miles due to the rush hour surprise and exits and city streets clogged as drivers tried to find alternate routes.
MoDOT blames the contractor for not getting the work done on time and not notifying the agency about the delay. Apparently a piece of equipment failed and workers had to do some painting work by hand. The agency says the contractor will have to pay a penalty fee.
