Metro has increased its budget about 10% to crack down on riders who don't have tickets. The agency could do so after voters passed a tax hike earlier this year. I found out the national average for "cheaters" is about 4%, including on systems like the New York Subway which has turnstiles and guards. St. Louis doesn't have that kind of system, but our average is still somewhat less... about 3.8%. Metro wants to get it down even lower, and since the taxpayers are the ones being cheated... who can complain?
