This was a funny story I came across while looking into how local auto dealers are still coping withe clunker program.
In the clunker lot at Meyer Honda in O'Fallon, Illinois is a car that is completely stripped down except for the fenders and the tires.
The dealer tells me the owner, once he qualified for the clunker rebate, took everything off he could and sold it, and then turned in the stripped down car. So he made some extra cash as well as the rebate. I wasn't aware of it, but it seems anyone could have done this during the clunker promotion.
