If you drive along the Kingshighway bridge between I-44 and Manchester in St. Louis, you'll notice something about the light poles.
Every other pole is bare. No fixture, no light, nothing. The city decided to scarp the old (16 years old) double globe lights for single fixture lights on every other pole. There are about 53 llights now. That's down from the more than 200 there used to be.
The problem is the city doesn't know what to do with the bare poles. Hang plants? Fly some banners? How about some solar lights like the ones you see in front of most every home these days? Got any ideas?
