SPRINGFIELD, Ill. (AP) -- Gov. Pat Quinn is praising the start of civil unions in Illinois.
   Quinn tells reporters the law makes Illinois "a place of tolerance and welcoming to all."
   The Democrat signed legislation in January guaranteeing same-sex couples and others many of the legal protections given to married couples. It took effect Wednesday.
   Cook County officials were prepared to issue 2,000 licenses and stay open until 7 p.m. for those who want a first-day union.
   Quinn plans to attend a ceremony involving dozens of couples Thursday at Chicago's Millennium Park.
