Residents upset adult-themed store operating without license

A store that sells adult-themed products will continue its fight to stay open in the city of Pevely, Missouri.

Monday evening the owner of Pure Pleasure Boutique spoke out against the city’s decision to deny him a business license.


At issue is whether Pure Pleasure falls into the category of an “adult” business. City leaders have long argued that Pure Pleasure Boutique meets the criteria, based on the types of products sold.

Don Kleinhans, the owner of Pure Pleasure Boutique, maintains his store does not qualify as an adult business. Pure Pleasure Boutique, he said, does not sell pornographic videos or sex toys. Rather, he described Pure Pleasure as a shop that primarily sells lingerie, lubricants and other marital aides.

"They don't have a clue. Because if they really went in there they could see how light it is.I could see their point if they went in there, and they went oh my god, what am I looking at," Kleinhans said.

Kleinhans says his shop therefore be allowed to be located in a part of town zoned for commercial retail. City manager Happy Welch said zoning laws required adult-themed business to be located in industrial zones.

Despite being denied a business license in early December, Pure Pleasure has remained open for business, racking up a few thousand dollars in citations.

A large crowd of residents from Pevely and nearby communities attended the meeting Monday evening at Pevely City Hall.

Kimberly Richardet of Festus said the store needs to re-locate.

"I'm not saying that goes into a store like that has dirty issues, things like that. But it's going to bring in a different class of people that this town is accustomed to," she said.

The city will likely decide the fate of Pure Pleasure Boutique at the next council meeting, scheduled for January 3rd.
