(KMOV) -- Anyone who wants to build a new house in Creve Coeur, or add on 500 square feet of hard space - like a room addition or driveway - will have to pay to catch the rain.
An ordinance calls for rain gardens or something like them to be required for construction.
The cost to residents could be in the thousands.
Residents News 4 spoke to say the city is picking a fight with the wrong people.
