Illinois phone use laws to take effect Jan. 1

The new year will bring changes on the highways in Illinois.

Beginning in January, motorists will be banned from sending text messages and talking on a cell phone while driving through a highway construction zone or school zone.

The two new laws, signed by Governor Pat Quinn in August, will make it illegal to compose, send or read text messages, instant messages and e-mail on a cell phone or surf the Internet while driving and that also includes using personal digital assistants and portable or mobile computers.
