STAR bond measure passes over protests

GLEN CARBON - A bill sought by a developer for a nearly billion-dollar construction project is en route to the governor, despite continuing concerns from environmentalists.

The so-called STAR bonds proposal passed the Senate around 1 a.m. Monday after being amended in the Illinois House.

The sales tax-backed revenue bond bill was sought to support the plan of developer Bruce Holland to construct what he calls the University Town Center, a 900-acre retail and entertainment project on land bordered by Interstate 270 and Illinois Routes 162, 157 and 255.
