Former St. Louis County Police Chief Tim Fitch said it may be very expensive for Ferguson to reform, or fight the recommendations put forward by the US Department of Justice.
Fitch said it may be possible for the department to regain the trust of the public, but is unsure if Ferguson officers will get the chance.
“I don't know if it's going to be possible because it's going to be very expensive to comply with all of these reforms,” Fitch said.
Fitch said the Ferguson PD may end up dissolving, and another department may end up policing the North County city.
Fitch also said many small municipalities use their police departments to collect revenue.
