Rams sign Tim Carter. Why?

On Tuesday the Rams signed wide receiver Tim Carter to a one year contract. Carter is a six year pro who has 80 career receptions, 1,084 yards receiving and four touchdowns. Carter spent five years with the New York Giants and another season with the Cleveland Browns. Last season he was in camp with the Houston Texans but was released before the season began. Carter did not take a snap in the NFL in 2008.

The question to me becomes why would you sign a 29 year old wide receiver who was not on a roster in 2009? The first reason is the Rams clearly need depth at the position so it doesn't hurt to take a flier on someone. The problem I have with this signing is that the Rams have been saying all along that they want to get younger and not sign a high priced veteran receiver. Carter is certainly not coming in with a high price tag but this does not make the team younger. I don't understand why they would waste their time with Carter.
