The Cardinals have a chance to pick up an extra draft pick this afternoon during MLB's first Competitive Balance Lottery.  It starts at 12:30pm with the results getting announced a little over an hour later.
 
This lottery process is part of the new Collective Bargaining Agreement and it takes the smallest markets and the lowest revenue teams and gives them a chance to gain an extra pick for the 2013 Rule 4 (i.e. amateur) draft.
 
Taking part in today's lottery are the Cardinals, Diamondbacks, Orioles, Indians, Royals, A's, Pirates, Padres, Rays, Reds, Rockies, Marlins and Brewers. 
 
Here's how it will work.  Of those teams, 6 will receive picks between the 1st and the 2nd rounds.  Then, of those teams that did not get selected (plus the Tigers) another lottery will take place with 6 more picks being awarded after the 2nd round.
